The Philippines and the South China Sea have been prominent in the news recently both in the domestic and international fronts. Last year, the Philippines won the arbitral proceedings it initiated against China on the issue of the South China Sea. The decision rendered by the Arbitral Tribunal in The Hague has been touted as “historic”, “unprecedented” and a “game-changer.” China, however, declared that it does not recognize the Tribunal’s decision.
This year, the Philippines is the Chairman of the Association of the Southeast Asian Nations (ASEAN). In the recent years, ASEAN has served as the forum for the discussions with China on the Code of Conduct in the South China Sea (COC). As Chairman of ASEAN, how will the Philippines intend to address the issue of the South China Sea? Will it still push through with the COC?
As one of the brains behind the legal strategy on the South China Sea and lead negotiator on the ASEAN-China Working Group on the Implementation of the DOC and discussions on the COC, the Consul General of the Philippines in San Francisco, Henry S. Bensurto Jr., will share his insights on the matter.
